June Postal Briefing: E-delivery bill update and new mail promotions for 2027

Update #1: Electronic delivery legislation is moving through Congress. 

The Improving Disclosure for Investors Act is a bill that would make electronic delivery (e-delivery) the default method for Securities and Exchange Commission (SEC) regulatory documents. Although investors would still have the option to receive paper documents, many recipients may overlook or miss important communications if they don’t actively opt out of digital delivery. The bill is currently under Senate review.  

If this financial services legislation passes, it could reduce physical mail volume by 4.5 billion pieces annually – decreasing the USPS network by nearly 5%. While the initial impact is focused on financial services, this shift could influence other industries over time. 

A shift worth watching

While the bill is still under review, it reflects a broader trend toward digital delivery for regulatory communications. Financial services marketers and operations teams should stay informed about how these changes could affect mail volume, customer communication preferences, and the role of physical mail in the years ahead.

Update #2: New 2027 USPS promotions and incentives

USPS is still finalizing their 2027 promotions and incentives calendar, but there are two new promotions to be aware of coming down the road: 

Direct Mail Discovery Promotion

Direct Mail Discovery is designed for new mailers or mailers that have not mailed in two years. It’s a huge savings opportunity – giving up to a 40% discount on the first 5,000 pieces of qualifying Marketing Mail. 

Registration period: February 15, 2027 to September 30, 2027

Promotion period: April 1, 2027 to September 30, 2027

Impact Messaging Promotion

USPS wants to reward mailers that reinforce the benefits of direct mail. The new Impact Messaging promotion will offer a 5% postage discount on Marketing Mail and First-Class Mail that promotes the value, effectiveness, and performance of direct mail advertising. 

Registration period: March 15, 2027 to September 30, 2027

Promotion period: May 1, 2027 to September 30, 2027

What this means for you

USPS is incentivizing new and inactive mailers while rewarding high-volume mailers with new promotions and add-ons. If you’re launching a new direct mail campaign, plan around these upcoming promotions, which are designed to help businesses increase mail value and ROI.
